with the remittance to us of the money and I think that Sir M. Nathan can hardly have realized at what rate Banks expect to be remunerated for their services when he suggests that if we are unable to go on financing the Colonial Government we should arrange the over draft with the Hong Kong & Shanghai Bank.

11. The account which I enclose shews that we have made no charge whatever for our own services. If the business had been placed in the hands of the Hong Kong & Shanghai Bank it would probably have cost the Colony a good many thousands of pounds.
